Residents of North Richmond have voiced their concerns over a Development Application (DA) that has been submitted to Hawkesbury City Council for a new child care facility.
The facility is set to be built at 6 Keda Circuit, North Richmond and is currently in the Initial Review Stage of the assessment process.
The DA includes the construction of a 78-place, centre-based, two storey child care facility, outdoor play areas, basement car parking and landscaping.
Along with the capacity of 78 children, aged zero to five-years-old, there will be a maximum of 11 staff members at any given time. The facility will offer 20 car spaces, nine for staff and 11 for visitor usage.
The proposed hours of operation will be from 7.00am to 6.00pm on weekdays only.
Keda Circuit residents Susan Finigan and Janelle Barwick both had major concerns surrounding the DA. These included; the increase of traffic, parking limitations, the increase in noise and the building style.
Ms Finigan said that she was worried about the large increase in traffic that would be added to the sole access point for the area, at the intersection at Sunnyside Crescent and Grose Vale Road.
"It is near impossible to get in and out in the mornings and afternoons," she said. "The road becomes one lane wide as parents from North Richmond Public School park on both sides.
"The DA doesn't consider that impact, only what's happening around Keda Circuit, which is a quiet road.
"I feel a lot of resident don't know about this, but they will know once we try to get cars in and out of Sunnyside at peak hours"
Ms Barwick voiced similar concerns and said that the facility would be out of character for the urban area.
"You just can't get away with it," she said. "The architecture doesn't fit in with the area at all. It is a quiet, suburban area and there is going to be a huge increase in traffic and noise from the facilities operation."
"They are narrow streets that are difficult to negotiate, and with cars parked on either, side it'll just make it harder.
"If it was on the other side of North Richmond, where people would be turning left onto Grose Vale Road or near the community centre, I could understand it"
Hawkesbury Director of City Planning Linda Perrine said Council received the DA on August 6, 2020.
"The Consent Authority for the proposed Development will be the Hawkesbury Local Planning Panel," she said.
"An Initial Review letter is currently being prepared by Council which will outline all the further information that is required to be provided by the applicant to ensure the application is assessment ready.
"The application has been referred to Council's Development Engineers, Environmental Health Officers, Building Surveyors and other Specialists to review the proposal and provide the assessing officer with their specialist input."
Ms Perrine said the application is currently on public notification to enable the public to make submissions to Council regarding their concerns with the proposal.
"The application was initially notified between 21 August 2020 - 4 September 2020," she said.
"However given the nature of the application and concerns raised by residents, the application will be renotified to additional properties for an extended period. The extended dates will be from 3 September 2020 - 17 September 2020.
"Once the assessment process is complete a Report will be prepared and presented to the Hawkesbury Local Planning Panel for their determination. Submitters will have an opportunity to address the Hawkesbury Local Planning Panel and raise their concerns."
