The pair will travel to Canberra and play against other states from across Australia.
The competition will last from July 30 to August 6 in Canberra, and the pair are looking forward to the competition.
They are both 11, with Billy a Wilberforce local, while Vena comes from Penrith.
Billy is a Parramatta Eels fan and normally plays five-eighth or lock, but for the School Boys team was picked at hooker.
Billy said his favourite player was Johnathan Thurston, and admired him because of his skill and the fact he, like Billy, was one of the smallest people on his team.
“I was excited that I was in the NSW team,” he said.
Vena is a Sydney Roosters fan, and was picked at lock. He said his favourite player was James Maloney, and thought Maloney was very brave to play against men bigger than he was.
“I didn't think I'd get picked. I was like wow,” he said.
Their coach at Windsor, Steve Mallia, said the pair were a pleasure to coach.
“They're both good kids, they play well and train hard and give you everything they've got. On the field they don't take a backwards step,” he said.
“They enjoy their footy and that is what it is about at the end of the day.
“For any kid who plays rep football, regardless of where it is, they should be proud of themselves.”
The pair went through a series of representative teams to make the School Boys side.
The latest level was the Sydney West team, which beat the Hunter region in the state cup grand final.
