Hawkesbury Council will approach the property owners within the South Windsor shopping precinct with the aim of improving the look of the area.
As part of its livability study, the council spoke to the shopkeepers about improving the look of their shopfronts and facades and was met with a cool response.
Mayor Patrick Conolly said the shopkeepers didn't seem too taken by the issue.
"I think there is an opportunity to do better down there," he said. "As we all known they're [the facades] all different levels, different colours, different types, it looks messy.
"Not sure that we can fix it, but at least we can do better. We can have a look at what the options are to fix it. It's not up to council to do the work, it's not our properties, but whether there are any incentives or ways we can cajole people to working with us. I would like to have another look at it because I think it could make a huge difference to South Windsor."
In an attempt to change the atmosphere of the area, council trailed a "parklet" at the shopping centre site.
It was removed last week, to the relief of Councillor John Ross, who said he thought it was an eyesore.
Councillor Danielle Wheeler said she believed the South Windsor shops functioned well, but didn't look great.
She said she didn't believe the project didn't require vast amounts of money, but rather a consistent approach.
Cr Wheeler said that problem was that the person who runs the shop isn't the person who owns the building. She said the gap needed to be bridged, as it seemed one felt it was the other's responsibility.
"It isn't going to be an easy way forward," Cr Wheeler said. "I think there's a lot of PR involved in this.
Councillor Sarah Richards said she thought South Windsor was a "great" shopping precinct.
"From spending a little bit of time there lately talking to some shop owners, the community really engages with those shops and they provide mutual benefit to each other," she said.
She agreed there was a need to engage with the building owners.
"I think its so important that South Windsor gets that facelift," Cr Richards said.
