Media personality Basil Zempilas has been voted in as mayor for the City of Perth.
In the results posted on Saturday, Mr Zempilas, who has worked across TV, radio and print media, secured almost 30 per cent of the vote to defeat former ABC presenter Di Bain and five other candidates.
Eight councillors were also elected, four who take up one-year terms and four elected for three years.
Ms Bain will be among the new councillors.
The new mayor and council will be sworn in on Monday and begin their roles just months after a scathing report into the city's operations.
The council has been run for more than two years by commissioners after the state government suspended the previous administration in March 2018 and launched an inquiry.
The probe followed a failure by then mayor Lisa Scaffidi to disclose travel and gifts, reports of infighting between councillors and two chief executives taking stress leave.
It's 2000-page report was tabled in Western Australia's parliament in August and highlighted greed, incompetence and mismanagement by council members.
It revealed more than 135 matters - many concerning suspected criminal behaviour - had been referred to state and commonwealth authorities for further investigation.
Mr Zempilas said the three months of the election campaign had been one of the best experiences of his life.
"I am ready and I am richer for the experience," he said.
He campaigned on a range of policies including a push for more police in the city centre, more CCTV cameras, improved city lighting, reducing the level of homelessness and the reinstatement of funding for an Aboriginal outreach program.
