A blueprint for the future of Windsor's Deerubbin Park is now on public exhibition, but council has warned the work could take some time to complete.
At the July 30 council meeting, staff recommended the draft Deerubbin Park masterplan be placed on public exhibition for 42 days, and it is on exhibition at council's administration building until September 27.
Cr Paul Rasmussen commended the plan as a "a great piece of work".
"I congratulate the people who put all this work together because I think it is a great masterplan," he said.
Cr Danielle Wheeler said the park had the potential to be "a really beautiful site", but warned council may not be able to deliver everything in the plan.
"It's already a very heavily used site and I think it's clear that any money that is invested will bring a lot of benefit to the community," she said.
"My only concern when we put this on public exhibition ... is that once it's exhibited there will be an expectation that council will deliver this.
"I think we have to make it really, really clear that this is actually a wish list, not a promise of future work at this point because we simply can't afford it.
"We need to make sure that the community understands that when it goes out, because otherwise we'll have the usual case of two years down the track people saying ... 'you said you were going to do it, and you haven't done anything'."
General Manager Peter Conroy responded saying council officers were acutely aware of building unrealistic expectations.
"This is a long-term plan to guide our applications for grants and progressive works over time," he said. "The report does make reference to the fact that those points will be included in documentation."
Cr Rasmussen responded saying he recognised "that we do need to make sure that the expectations out there are not overblown.
"But I think we need to have this sort of thing on the table ... so that in case there is somebody looking down on us and saying at a federal election or something similar in the future, would you like $10 million, or $60 million, or $5 million or something," he said.
The park's masterplan is on public exhibition until Friday, September 27, from 8.30am to 5pm at 366 George Street, Windsor.
