A 27-year-old Bidwill man will appear in court next month charged with introducing contraband into a correctional facility at Berkshire Park.
About 11.10am on Monday, police from Hawkesbury Local Area Command were patrolling Richmond Road, which borders the facility.
It will be alleged the officers observed a man with a black bag crawl under the perimeter fence of the facility.
Officers called out to the man, who ran into bushland.
Police then began searching for the man.
Police from Hawkesbury and Parramatta Local Area Commands, as well as a police dog, PolAir and the Public Order and Riot Squad took part.
The man was located and arrested a short time later on nearby Llandilo Road.
He was taken to Windsor Police Station.
Police found a bag in bushland, containing a number of items wrapped in duct tape and electrical tape.
These are yet to be forensically examined, however police believe they contain drugs and other contraband.
Police have charged a 27-year-old man with deliver/attempt to deliver thing to an inmate without authority.
He has been granted conditional bail to appear at Windsor Local Court on August 20.
